Applications will be submitted with a plan to construct the project over a two year duration, targeting a start date in 2026. Successful grant applicants will be notified in summer of 2022. If the County is successful in securing STP funding for the County B project; the website will be updated with a project schedule which will include updated timelines for public involvement activities, real estate acquisition, and utility relocations – these activities will be planned in advance of the 2026 (goal) construction start.
TopProject OverviewIn January 2020 La Crosse County began a study of County B consisting of two-segments of roadway reconstruction to bring the facility up to current standards. The project is located in the Town of Campbell and the City of Lacrosse. The interchange with I-90 is not part of the improvement project.The first segment of County B is 0.9 miles in length and runs from County BW to 500’ South of Fanta Reed Road. The second segment of County B is 1.4 miles in length and runs from 400’ North of Oliver Court to Clinton Street. Improvements will include:
The transportation improvement is being studied to address growing local and regional traffic volumes, and to enhance traffic flow and safety. Reconstructing this segment of County B is part of the county’s capital program. Project funding has yet to be determined and the county is considering applications to multiple sources including the Surface Transportation Program (STP) and The Better Utilizing Investments to Leverage Development, or BUILD Transportation Discretionary Grant program. |

There will be an in person Public Involvement Meeting on June 24, 2021 to present the preferred alternative for the County B project. LaCrosse County is following CDC Guidelines for large gatherings and will require masks during the event if you have not been vaccinated. The meeting will be an open-house format from 4:30-6:30 held at the Days Inn Convention Center on French Island, located at 101 Sky Harbour Dr, La Crosse, WI 54603 in the Mississippi/Lacrosse Room(s). Design staff will be on hand to answer your questions and discuss your individual concerns.
Postcard mailings inviting all project stakeholders will arrive in early June with additional information.

La Crosse County recently met with the Town of Campbell and shared initial concepts regarding improvement alternatives being studied for the County B project. In advance of the planned virtual public meeting to be held in January; we are sharing an exhibit that illustrates the alternatives under consideration. These alternatives include various configurations with regards to parking, bicycle, and pedestrian accommodations for the reconstruction of the roadway. The alternatives are summarized below:

9/21/2020USDOT announced the recipients of their annual BUILD grants last week. The La Crosse County B project was not chosen to be part of the 2020 program. La Crosse County will continue to pursue funding opportunities to assist with the construction of the project which will include the Surface Transportation Program and pursuit of a 2021 BUILD grant through USDOT. Updates to the schedule will be provided once funding is secured for the project. The team will continue to move forward with design and public involvement activities.
We believe the project will benefit from in-person discussions on study alternatives in lieu of a virtual meeting. At this time, we are moving forward with planning the 1st Public Involvement Meeting (PIM) for the project to occur in January 2021. We hope this timing will allow for an in person gathering. If guidance against larger public meetings is still in effect, we will proceed with a virtual meeting at that time and details will be sent to all stakeholders.
9/9/2020In our mailing to stakeholders in June of this year, we had indicated we were planning to hold a September Public Involvement Meeting for the presentation of study alternatives. As we continue to do our work within guidelines that limit large public gatherings, we have yet to schedule this meeting for the project.
The County has submitted an application for a BUILD grant through USDOT to assist with the funding of the construction of the project. USDOT has indicated that the announcement of project selections will be this fall.
If the project is selected, we will be moving forward with a virtual public meeting to illustrate study alternatives to the public for review and comment later this fall. If you are on our mailing list or received the June project mailer, you will receive an invitation to the virtual meeting.
If the project is not selected for funding, we will delay this first public meeting until spring when we anticipate we will be able to hold the meeting in person within the community. All stakeholders will be invited to this meeting through a similar mailing.

5/29/2020La Crosse County is beginning the study of the County B, French Island roadway reconstruction project from Clinton Street to Lakeshore Drive. Under current guidance prohibiting public gatherings and in the interest of public health, we are postponing the first public involvement meeting for the project to this fall.
